International oil costs tumbled for a second day whereas shares rose sharply, as a ceasefire between Israel and Iran stays in place regardless of earlier violations. In the meantime, the German authorities approves a draft funds which can sharply enhance its defence spending as leaders arrived for a key NATO summit.
