DURING a latest summit in Paris, J.D. Vance, America’s vice-president, declared that the world’s strongest artificial-intelligence (AI) techniques can be developed in America with “American-designed and manufactured chips”. That may be a lofty ambition, for though America leads the world in the case of designing AI chips, it way back ceded its place as the worldwide centre of chip manufacturing to Taiwan.
