Washington is to revoke all visas held by South Sudanese passport holders — and block new arrivals — over South Sudan’s failure to simply accept the return of its repatriated residents, Secretary of State Marco Rubio stated Saturday. The choice comes at a time when many in Africa worry a renewal of the civil warfare that killed 400,000 folks between 2013 and 2018.
